I have seen documentaries of- and met abroad - American sailors who are married fathers yet who lap up the easy sexual opportunism in the form of young boys, girls, transsexuals or just the poor.
They know what side their bread's buttered on and act like it's a treat.
This is a modern metamorphosis of colonial invasion. In cruder, more lawless times, they just raped indigenous peoples. The European has simply not gotten this primal behaviour out of his system.
It’s the spoils of neo - colonialism. As long as the west has the psychological edge over poorer countries - and a strangle hold over their economies - nothing will change.
